This is not guaranteed for superstar card holders. Only Legend card holders are guaranteed waived resort fees.
I understand the frustrations with them changing expectations but none of their tier levels guarantees a comp room or a certain type of room, as is the case with most loyalty programs. Likely because they want to capitalize on the players they were able to develop previously and/or because they are attracting new players since the grand reopening. Now that that they have had their grand reopening they aren't being as generous. My guess is that before and during the recent renovations they were more generous with their room offers to try and attract and retain players. If a casino is giving generous comps they are typically trying to attract players.
